Participation in the meeting of the Nordic Quality Assurance Network (NOQA) provided AIKA with an opportunity to learn from international experience and gain insights relevant to the introduction of cyclical institutional accreditation in Latvia. NOQA is a network of Nordic higher education quality assurance agencies that promotes the exchange of experience and cooperation in quality assessment. The network comprises agencies from Denmark, Iceland, Norway, Finland and Sweden, while agencies from Latvia, Estonia and Lithuania participate as observers.

Particular attention during the discussions was given to how institutional assessments can take into account the different profiles and needs of higher education institutions while ensuring a consistent and equitable assessment process. The experience of Nordic agencies demonstrated that assessment approaches can be adapted in various ways, including through the composition of expert panels, the selection of study programmes, the duration of site visits and the structure of self-assessment reports. Such approaches allow institutions to better reflect their specific characteristics and ensure meaningful feedback that supports further development.

Important insights were also gained into the preparation and support of experts throughout the assessment process. Structured training materials, practical scenarios and support at different stages of the experts’ work help establish a shared understanding of the assessment methodology and experts’ responsibilities.

The meeting also addressed the use of artificial intelligence (AI) in document analysis and comparison, including the analysis of self-assessment reports and expert reports. The agencies emphasised that AI can serve as a tool to support analysis but cannot replace professional expert judgement. Its use requires a clear methodology, data privacy safeguards and human accountability for the conclusions drawn. Discussions also explored the potential impact of the revised Standards and Guidelines for Quality Assurance in the European Higher Education Area (ESG) on the organisation of assessment processes.

The insights gained into flexible approaches to institutional assessment, the quality of expert work and the responsible use of technology will be valuable for implementing the ESF project No. 4.2.2.6/1/25/I/001 “Implementation of Cyclical Institutional Accreditation in Higher Education”. Reviewing international experience helps refine Latvia’s approach to institutional accreditation to ensure that it is consistent, proportionate, and geared towards the sustainable enhancement of higher education quality.
