The decision on the accreditation of the higher education institution or college or the refusal to accredit the higher education institution or college shall be taken by the Council for Higher Education by taking into consideration the following:

  • the documents submitted by the higher education institution or college;
  • the joint report by the experts group;
  • the comments of the higher education institution or college on the factual errors identified in the joint report by the experts group (if any);
  • the information provided by the State Education Quality Service, the certification body, the sectoral ministers, and other institutions (if any); and
  • other information available to the Council for Higher Education.

If necessary, the Council for Higher Education shall become acquainted with the factual circumstances at the higher education institution or college.

The Council for Higher Education shall inform the respective higher education institution or college and AIKA of the date, time, and place of reviewing the application.

The higher education institution or college may delegate no more than two representatives to attend the meeting. Upon request of the Council for Higher Education, AIKA may invite a representative (or several representatives) of the experts group to attend the Council meeting.

The Council shall take the decision on the accreditation of the higher education institution or college, if the higher education institution or college complies with all requirements prescribed in Paragraph 19 of Cabinet Regulation No. 794 and on the day, on which the decision is to be taken, at least half of the study directions, in which the higher education institution or college implements the study programmes, are accredited.

In the event that the higher education institution or college does not comply with any of the requirements prescribed in Paragraphs 19 and 21 of Cabinet Regulation No. 794, the Council may decide to refuse to accredit the higher education institution or college.

The Council for Higher Education shall, within 10 working days after having taken the decision, forward the decision to the higher education institution or college and the copies thereof – to the Ministry of Education and Science and AIKA.

If the Council has taken the decision to accredit the higher education institution or college, AIKA shall, within five working days after having received the decision, prepare and forward to the Council for Higher Education the accreditation form of the respective higher education institution or college.

The Council shall, within 10 working days after having received the accreditation form of the higher education institution or college, forward to AIKA the accreditation form of the higher education institution or college signed by the chairperson of the Council.

AIKA shall register the accreditation form and issue it to the higher education institution or college. AIKA shall publish the information on the accreditation of the higher education institution or college and the joint report by the experts on the AIKA website.
