Higher Education Quality Assurance Council

According to Paragraph 9 of Cabinet Regulations No. 795 “Regulations Regarding Licensing of Study Programmes” of 11 December 2018, the Higher Education Quality Assurance Council (hereinafter – Council) in the following composition was established and adopted on 25 February 2019. Members of the Council are:

Chair of the Council
R.Blese Representative of the Employers’ Confederation of Latvia,

Head of Education and Employment.

Member of the Council
R. A. Strods Deputy Chair of the Council,

Representative of the Student Union of Latvia,

Head of Academic Affairs of the Student Union of Latvia.
M. Upmacis Representative of the Ministry of Education and Science,

Deputy Director for Higher Education, Department of Higher Education, Science and Innovation of the Ministry of Education and Science
R.Muktupāvela Representative of the Rectors’ Council,

Professor of the Latvian Academy of Culture.
B. Ramiņa Representative of the Academic Information Centre,

Chairperson of the Board of the Foundation “Academic Information Centre”.
A. Rostovskis Representative of the Latvian Chamber of Commerce and Industry,

Council Chair of the Latvian Chamber of Commerce and Industry.
I. Upmale Representative of the Association of Colleges of Latvia,

Chairperson of the Board of the Association of Colleges of Latvia.
I. Vanaga Representative of the Free Trade Union Confederation of Latvia,

Chair of the Latvian Trade Union of Education and Science Employees.

According to Cabinet Regulations No. 795 “Regulations Regarding Licensing of Study Programmes” of 11 December 2018, the Council shall undertake the following tasks:

  • to approve the composition of the Study Quality Committee, chair and deputy chair thereof;
  • to adopt the Rules of Procedure of the Study Quality Committee;
  • to approve the composition of the Appeals Committee, chair and deputy chair thereof.

The Council’s tasks, composition and work organisation have been specified in the Council Rules of Procedure adopted on 25 February 2019, and which is available at Rules of Procedure of the Higher Education Quality Assurance Council
