The Quality Agency for Higher Education (AIKA) has published its annual report for 2025. The report is available here (in Latvian only).

This report is structured according to the priorities defined for the strategic period of 2024. – 2028:

  • public awareness;
  • ensuring quality;
  • policy making;
  • performance of the agency;
  • international cooperation.

The year 2025 was marked by a comprehensive evaluation of ten years of AIKA’s activities, the launch of new initiatives, and targeted preparations for the transition to cyclical institutional accreditation.

The evaluations organized this year have mainly been either accreditation processes for study fields for which a decision on accreditation for two years was made in 2022, 2023, and 2024, or the licensing of new study programmes in study fields in which higher education institutions wish to intensify or commence work after the completion of the active study field evaluation process, as well as changes to study programmes, taking into account amendments to regulatory requirements or in connection with opportunities to improve/update existing study programmes. The first study programme re-evaluation (reassessment) procedure was also implemented, and the extraordinary accreditation process for a higher education institution, which began in 2024, was completed.

The number of decisions taken by the Study Quality Commission has increased compared to 2024, and the decisions taken have been complex and have had a significant impact – university accreditation, refusals to accredit study programmes and to make significant changes, and refusal to consider applications for accreditation.

The year 2025, both in terms of AIKA’s strategic development goals for 2024–2028 and the activities actually implemented, was marked by the start of the practical implementation of the cyclical institutional accreditation process – at the beginning of the year, work was completed on the conceptual report “On the transition to cyclical accreditation of universities and colleges”. During the year, the ESF project launch conference was held, the peer exchange with colleagues from the Baltic quality assurance agencies took place, and the outcomes of both events were evaluated. The “Report on the results of study program accreditation for 2020-2024” was prepared, presented to the higher education community, and published. There has been active involvement in the development of external regulatory frameworks, work on AIKA guidelines and methodologies, and planning of further project activities.

In 2025, the process of re-registering AIKA in the European Quality Assurance Register (EQAR) was successfully completed, and in March 2025, the AIKA’s registration was officially renewed.

This report provides an overview on the indicators used for measuring the achievement of the strategic goals as well as the activities planned for achieving the goals and shortlisted as the priorities or year 2025. It is foreseen that all the annual reports within the strategic period 2024.- 2028. will be structured following the same template that will allow to gain a comprehensive overview on the achievement of the goals at the end of the strategic period 2024. – 2028.
